Why Recycling is Changing in Colorado

Colorado’s recycling system is evolving to address long‑standing challenges facing many communities — like limited recycling access or confusing rules.

Through a policy called Extended Producer Responsibility (EPR), Colorado is improving how recycling works with clearer guidelines, recycling services funded by brands and more transparency about what happens after materials are collected.

Plus – brands will now help fund recycling in Colorado, reducing costs for residents and improving the system over time.

How EPR Begins in Colorado

It’s a Dial, Not a Switch

Colorado’s new recycling system is designed to grow responsibly, expanding access while keeping recycling reliable and understandable.

Recycling services will be introduced gradually so communities and businesses can adjust to the changes.
The program begins with residential recycling and adds schools, government buildings and more by 2030.

  • Circular Action Alliance (CAA), the nonprofit operating Colorado’s EPR program, will reimburse local governments and recycling companies that choose to participate.
  • Residents will no longer be charged for the recycling services that are paid for by CAA.
  • In many parts of Colorado, especially metropolitan areas, local recycling companies have capacity to add recycling services.
  • CAA aims to increase recycling participation in these areas.
  • RCAA collaborates with recycling experts to support the responsible expansion of materials accepted for recycling and composting over time.
  • The program invests in Colorado’s recycling system to increase efficiency, reduce contamination and boost the quality of collected materials.
  • CAA will help bring recycling services to more communities, especially those that don’t have good access right now.
  • By 2030, the program is designed to significantly expand access to recycling services across Colorado.

What Can I Recycle?

EPR creates statewide guidelines, called the minimum recyclables list, but not all communities have access to the same services yet.

Below is Colorado’s statewide guide for curbside, or mixed, recycling collection. Please check with your local program for specifics.

Recycling the right way gives your items a new use. And, closing the cart lid helps prevent litter in streets, waterways and open spaces.
